Completed in Spring 2023, the New Hanover County Government Center marks the first phase of the County’s comprehensive Government Redevelopment Plan. Thomas Construction Group served as Construction Manager at Risk for this transformative project, delivering a modern, 130,000-square-foot facility designed to enhance efficiency and accessibility for county operations and emergency response.
The new complex includes 105,000 square feet of office space and a 25,000-square-foot 911 Center, Emergency Operations Center (EOC), and Hub. The four-story office structure houses a public lobby with customer service desk, large meeting and training rooms, an employee health center, and offices for nineteen County departments. The two-story 911/EOC/Hub features a hardened structure and redundant systems to ensure continuity during critical events. Exterior construction includes tilt-up concrete panels with storefront glazing, stucco, and cladding accents, while site improvements encompassed new shared parking, landscape, and hardscape areas following demolition of the original facility.
