Located in Wilmington, NC, this 138,000-square-foot public campus redevelopment brings key county services together into a single, accessible civic destination. The project included construction of a new four-story municipal office building alongside a dedicated Board of Elections facility, thoughtfully designed to support transparency, collaboration, and community engagement.
Shared public spaces — such as training rooms, conference areas, and customer service zones — create an efficient and welcoming environment for both staff and the public. Delivered on an active, occupied campus, the project required careful coordination to maintain daily operations and public access throughout construction. Through detailed preconstruction planning, phased scheduling, and close collaboration with county stakeholders, Thomas Construction Group successfully delivered a modern, functional civic landmark that strengthens local government services while minimizing disruption.
Delivered under a Progressive Design-Build contract, Thomas was engaged during preconstruction while the design was still developing, allowing the team to get ahead of long-lead electrical equipment and supply chain risks before they could affect the schedule. That early involvement also shaped how construction was phased around active county operations, keeping public access uninterrupted throughout a three-year project. The result: a $43,990,692 civic campus completed three days ahead of schedule.
