Located in New Hanover County, NC, the Stabilization and Recovery (STAR) Center delivers critical behavioral health services through the renovation and transformation of an existing 14,000-square-foot facility. Thomas Construction Group served as general contractor for the $4.28 million renovation, converting the former building into a comprehensive center for medically assisted detox, crisis stabilization, and transitional housing.

The completed facility includes 16 inpatient beds dedicated to non-hospital medical detox, along with a two-bed transitional housing unit designed to help individuals stabilize and prepare for continued recovery support. The project fills a long-standing gap in local behavioral health services, restoring access to care that had been absent since the closure of The Harbor in 2022.

Owned by New Hanover County and operated by Leading Into New Communities (LINC) and RHA Health Services, the STAR Center represents a collaborative effort between local government, nonprofit partners, and state agencies. LS3P Architects provided design services, supporting a facility that prioritizes safety, dignity, and long-term community impact.
